FO4 ranged weapon not loosing ammo better than Junk Jet

In Fallout 4, there's a ranged weapon which doesn't loose ammo better than Junk Jet: a Harpoon gun fitted with a Flechette mod. Note that weapon is only available with the DLC Far Harbor installed. Also note that just like the Junk Jet the DPS is low, thus a player might want to avoid it for foes >= 1/2 the player level.

Many times there's multiple harpoons in the foe inventory when hit with the Flechette mod. I suspect the closer the foe is, the higher the ratio. I'm convinced a player with medium-to-close range play-style using a Flechette Harpoon Gun overall doesn't loose ammo. My suspicion come from the fact shotguns and laser guns fitted with the muzzle Beam splitter, the longer the distance to the enemy, the less overall damage it dealt to a foe as less shot parts hit the foe; PS: I've done an experiment with multiple shots from the same distance and the result point to less damage for further targets.

Another drawback specific to harpoon guns, is unlike a regular one, none can recovered outside the foe inventory. Regular harpoons have a chance of being picked up in the environment if either

  1. it misses the target, or
  2. it rips part of the enemy off ending up pinned

although neither is consistent; an example of #2:

Head ripped off with flechettes through it.

The effectiveness of this weapon is increased with legendary effect. My main Flechette Harpoon Gun is an Irradiated one with a Sight mod as can be seen in

.  If I didn't have an Irradiated one, I'd probably use Defender's Harpoon Gun for that. For long range I use Admiral's Friend with standard harpoons and a Short Scope mod.

With the perk Scrounger rank 4, there's even less chance of overall loosing ammo. Also note that Junk Jet doesn't have 1:1 recovery rate, so I'd be very surprised if overall Flechette Harpoon Guns lost a higher ratio of ammo.
